Paul is the Executive Director of the Uganda Alzheimer Association (UAA), of which he is also a founder Board member. Until he took on his current role in mid-2020, he was the Managing Director and Principal Consultant of PS Consulting (PSC), which he founded more than two decades ago as an independent health development and management consulting firm located in Uganda, of which he is now the Board Chairman.
He has over two decades of experience as a research, policy, and development specialist, providing technical assistance (TA) to the public, private-not-for-profit (PNFP) and private sectors in Uganda, Kenya, Lesotho, Malawi, Mozambique, South Sudan, South Africa, Tanzania, Zambia and Zimbabwe. Organisations to which he provides/has provided TA include the Uganda Ministry of Health (MoH) and other line-ministries; Development Partners (Donors); ministries of health of other countries in the region; local and international NGOs; the private health-sector; and national health programmes funded by Development Partners/Donors such as the WHO, World Bank, USAID, UKAID/DfID, AusAID, KfW and Irish Aid, amongst others.
Paul has served as a Senior Policy and Strategy Adviser seconded to ministries of health within the region, and as a member of numerous national policy-formulation and implementation bodies and technical working groups. He has been instrumental in the initiation and/or development of numerous national policies, including the Human Resources for Health (HRH), Public Private Partnerships for Health (PPPH) and Adolescent Sexual Reproductive Health (ASRH) policies in Uganda. He has also been the Principal Investigator (PI) in numerous studies conducted with and
on behalf of the Uganda and other Ministries of Health in the Africa region, in partnership with major donor-funded programmes.
As well as serving on several Boards, he is the Local Urban Council Chairman of Pepsi Cola Zone, Kansanga, Makindye Division, Kampala.
Paul is a Director at BRADE Oil & Gas Limited, Uganda.
